James is a Senior Fellow at Melbourne University’s Law School and a Fellow at The Ethics Centre, Sydney. Previously James was the Chair of the Australian Securities & Investments Commission (ASIC), Australia’s corporate and financial regulator, from 2018 to 2021. James will be a visiting fellow at Oxford University’s Centre for Commercial Law in the January 2025 term.

James is also an advisor to international financial services firms on regulation and governance. James also advises Australian and international regulators on best regulatory practice and regulatory governance.

Prior to leading ASIC, James was the Executive Director of Harvard Law School’s Program on International Financial Systems between 2016 and 2018. Before Harvard, he was a Commission Member and Executive Director at the Securities and Futures Commission (SFC), Hong Kong’s capital and financial markets regulator between 2013 and 2016.

Prior to the SFC, James was at Goldman Sachs for nine years holding several senior positions in Hong Kong. Before Goldman he was an advisor to asset managers with Eurekahedge and ComplianceAsia in Singapore; an investment banker with Dresdner Kleinwort Wasserstein in Hong Kong and London; and a lawyer with Linklaters in Hong Kong and Bangkok, and Ashurst in Melbourne.

James completed a BA in Asian studies at Melbourne University and a LLB (Hons) at Monash University; he undertook further legal studies at Hong Kong University. He was a Fellow at Harvard Law School and is a qualified solicitor in Hong Kong, England, Wales, and Victoria (Australia).
