Ryan Mounsey is an urban planner, urban designer, and economic development professional with over 27 years of experience across Ontario’s public and private sectors. His career has included senior roles with GSP Group, the City of Kitchener, the City of Waterloo, and the Region of Waterloo, where he led and contributed to major city-building initiatives including the School of Pharmacy in Downtown Kitchener, the Barrelyards development in Uptown Waterloo, the City of Waterloo Urban Design Manual, and regional economic development initiatives.

Ryan specializes in infill and missing middle housing, strategic planning, urban design, and complex development approvals. He is recognized for his expertise in planning policy, legislative interpretation, and housing intensification, and has provided expert planning evidence before councils, committees of adjustment, and the Ontario Land Tribunal on behalf of both municipal and private sector clients.

In late 2023, Ryan founded Urban Insights Inc., a boutique consulting firm based in Uptown Waterloo focused on urban planning, urban design, and economic development. Under his leadership, the firm has expanded rapidly across Southern Ontario with a portfolio exceeding 2,500 residential units. Ryan is also an educator and industry speaker, having co-developed and taught the OPPI Urban Design Certificate Course and presented to organizations including the OAA on housing, planning, and city-building trends. Ryan is the author of the 2024 National Housing Blueprint and will be releasing his next annual report on Missing Middle Housing.
