Crystal Kuntz is Senior Vice President for Healthcare Policy and Research at the Biotechnology Innovation Organization (BIO) where she directs the association’s health policy efforts related to Medicare, Medicaid, and economic trends and policies impacting BIO member companies, including the impacts of the Inflation Reduction Act (IRA). Prior to BIO, Crystal was the Vice President for Policy and Regulatory Affairs at America’s Health Insurance Plans where she focused on policy and regulatory issues related to the implementation of the Affordable Care Act as well as prescription drug policy. Previously, Crystal served as Sr. Director for Policy at Coventry with a focus on Medicare as well the implementation of health care reforms. In addition, she served in senior policy roles at two pharmaceutical companies – Astellas Pharma US and Novartis. Before moving to the private sector, Crystal led legislative and policy efforts related to the Medicare Advantage program and Medicare Part D within the Office of Legislation at the Centers for Medicare & Medicaid Services (CMS). She was part of the CMS team that worked on the passage of the Medicare Part D prescription drug benefit in 2003 and its early implementation. She received her undergraduate degree in government and international affairs from Augustana College and has a master’s degree in public administration from Syracuse University.
