Rafael Muruais Garcia is the Head of the Energy System Needs Department at the Agency for the Cooperation of Energy Regulators since 16 January 2025; during the preceding 12 months he was the Acting Head of the Department. Previously he led the adequacy team of the Electricity Department of the Agency for 1.5 years. Among other files, he was responsible for the evaluation and adoption of the European Resource Adequacy Assessment in the electricity sector, and acted as a co-chair of the ACER Adequacy Task Force. Before that he led the Market Monitoring team of the Electricity Department for 6 years. Among other files, he was responsible for the production of the annual electricity wholesale markets monitoring report and various decisions on the bidding zone review process. He joined the Agency as a Market Monitoring Officer in November 2011.
